Seems to be a series of still images rather than an animation file.

The source is certainly a gif, but the places it has been uploaded have modified it somehow.

That allows people to pause it on those sites, but I don't know how to save/download.

Didn't check Pixiv, but on Twitter it appears it is in fact a video file:

I'd tried inspect element on Pixiv but failed there so I didn't try on twitter. A video is still better than nothing, though I think there are still online sites that can convert a video like that into a gif file.
